Waikōloa Village has just one road in and out — and a wildfire risk more than twice that of Lahaina. That single access point puts more than 7,500 residents at risk during an emergency.
Now, we have a rare opportunity to change that. The Governor’s Green Fee Advisory Council is collecting ideas for projects that could receive state funding. A strong show of support from our community can help make the Waikōloa Village Emergency Access & Evacuation Route a top funding priority.

A New Opportunity
The Green Fee Advisory Council
The Green Fee is a new state program designed to support community resilience, environmental protection, and safety. The Governor’s Green Fee Advisory Council is accepting public submissions for projects that could receive state funding for safety, environmental resilience, and disaster preparedness. While it does not guarantee our road will be funded, this is the first time we’ve had a formal way to elevate Waikōloa’s needs at the state level.
This is not a guarantee of funding, but it is the first formal way for residents to place the Waikōloa Village Emergency Access & Evacuation Route on the state’s radar.

This project will construct a permanent second access and egress road for Waikōloa Village on Hawaiʻi Island. Our community of over 7,500 residents faces an extreme wildfire risk, with only one road in and out. This critical infrastructure project will provide a reliable evacuation route and ensure emergency responders can access the village during a crisis, while also rising to the desperate infrastructure needs of a rapidly growing community.
